Job Description

The Director of Public Safety and Emergency Preparedness is responsible for providing supervision, oversight and leadership for campus safety and security, basic public assistance services, enforcing parking and other applicable laws, ensuring coordination/cooperation with local police agencies and district and circuit court systems, and emergency preparedness for the campus. This position is governed by state and federal laws and agency/institution policy.

The hours may vary for this position, and include occasional nights and weekends.

Supervisory Responsibilities:

Responsible for overseeing all Public Safety personnel.

Duties and Responsibilities:

  • Oversees all full-time and part-time public safety personnel by assigning job duties, preparing work schedules, evaluating employees’ performance, and addressing disciplinary matters.
  • Collaborates with Campus leadership to implement comprehensive safety and emergency management protocols on campus.
  • Regularly reviews and remains updated on OSHA and other relevant safety standards, ensuring that all workplace procedures align with legal and organizational requirements.
  • Conducts regular safety audits and inspections to identify potential hazards and implement corrective actions.
  • Ensures all First Aid and AED kits are properly stocked and maintained.
  • Provides mandatory annual training and safety resources to faculty, staff, and students on to promote compliance with safety regulations.
  • Investigates safety incidents and ensures corrective actions are taken.
  • Collaborates with regulatory agencies during inspections or investigations to maintain compliance.
  • Patrols assigned areas on foot, in assigned motor vehicle, or other specialized vehicle to ensure personal, building, and equipment security, enforce traffic laws, recognize parking violations, and identify safety hazards and violators.
  • Conducts security checks of campus buildings, responds to alarms during and after hours, assists with locking/unlocking buildings, and aids individuals in need of help, such as stranded motorists.
  • Ensures continuous, around-the-clock public safety services for campus housing, maintaining a secure environment for all residents.
  • Informs and warns violators of rule infractions, such as loitering, smoking, or carrying forbidden articles.
  • Provides escort services for visitors, students, staff, and faculty, as necessary; provides other public assistance, such as lockout services, jump-starts, and routine information.
  • Manages traffic flow during peak times to ensure smooth movement on campus.
  • Observes and reports irregularities, such as security breaches, facility and safety hazards, and emergency situations; contacts emergency responders, such as police, fire, and/or ambulance personnel, as required.
  • Conducts investigations of crimes, accidents, and reports incidents committed on agency or campus premises.
  • Monitors security and fire panel for security and fire detection, assists with checking the alarm systems and emergency power supply in coordination with the Director of Physical Plant.
  • Regularly monitors camera systems and retrieves video footage upon request from authorized personnel.
  • Reviews daily reports from officers, identifying any incidents or discrepancies, and relays them to the appropriate administrators.
  • Receives and investigates complaints from students, faculty, and staff, concerning such incidents as thefts, burglaries, or vandalism.
  • Coordinates security measures for special events and during critical or emergency situations.
  • Prepares departmental budget requests and requisition supplies and equipment.
  • Prepares routine, standardized reports.
  • Ensures campus compliance with the Clery Act, prepares the annual Clery report, and serves as the Campus Security Authority, delegating responsibilities as necessary.
  • Performs other job-related tasks as assigned

Job Requirements

Skills and Abilities:

Knowledge of traffic laws, rules and regulations, for security. Knowledge of general law enforcement methods and techniques. Ability to direct traffic and to maintain order. Ability to prepare reports of incidents and accidents. Ability to communicate orally and in writing. Ability to operate motor vehicles used in patrol duties. Ability to handle and use firearms.

Required Education and Experience:

The formal education equivalent of a bachelor’s degree in criminology, criminal justice or related field; plus, four years of experience in law enforcement or related area.

Must be certified as a Law Enforcement Officer by the Commission on Law Enforcement Standards and Training, or an approved law enforcement training academy, in accordance with ACA 12-9-106 or be able to become certified within one (1) year of hire date.

Must possess valid Arkansas driver’s license.

Preferred Education and Experience:

Five years of experience in law enforcement or a related field, including two years in a supervisory capacity.

Physical Requirements:

Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or more. Prolonged hours of standing and/or walking.

Additional Requirements:

Any additional requirements as required by the Police Standards.
