Job Description

Summary The Arkansas Department of Energy and Environment (E&E) Branch Manager is responsible for managing economic and community development programs. This position is governed by state and federal laws and department policy. Functions Plans and coordinates the operations of Community Development section of E&E to establish community and economic development program priorities and to coordinate these functions with other divisions within the agency and with state and federal agencies. Supervises a small to medium-sized professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents. Directs and provides guidance and recommendations to subordinate staff in the development and implementation of community and economic development programs to ensure establishment of appropriate goals and the plans of action to achieve these goals. Monitors and evaluates the environment and community development programs by reviewing submitted progress reports to assure goal attainment and adherence to time schedules. Answers technical questions related to environmental and community development programs for state and federal agency personnel, elected officials, and the general public and confers with contemporaries in other states to exchange program information. Develops and conducts workshops, seminars, and presentations to provide information and training in economic and community development. Determines and requests staff, material, and equipment needs for the section's programs to develop budget requests and monitors expenditures. Develops and recommends new and revised policies and procedures to respond to changes in program needs, objectives, and priorities and to improve program's effectiveness. Performs other duties as assigned.

Job Requirements

Preferred Qualifications Degree in geology, petroleum engineering or environmental science Working knowledge of oilfield production operations Knowledge of state and federal rules and regulations concerning oil and gas operations Knowledge of state government organization and operating methods Excellent customer service skills and ability to work in a team environment alongside other state and federal agencies Experience supervising small to medium-sized professional and administrative support teams Ability to understand and correctly interpret written guidance and policy documents Ability to communicate verbally and conduct briefings/presentations Strong organizational skills Minimum Qualifications The formal education equivalent of a bachelor’s degree in science, business administration, economics, or a related field, plus three years of experience involving environmental or energy program development activities, including one year in a managerial, supervisory, or leadership capacity. Additional requirements determined by the department for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE. Knowledge, Skills and Abilities Knowledge of state and local government organization and operating methods. Knowledge of programs and resources available to local communities. Knowledge of the principles and practices of human resource and organizational management. Ability to establish comprehensive organizational systems and programs and to direct operations through subordinates. Ability to prepare detailed written reports of specialized information and to make formal presentations to large groups. Ability to negotiate issues or conflict between individuals or organizations. Ability to estimate cost, time, personnel, equipment, and materials required to support current or planned operations.
